Next week, a little more than 20 years after the completion of the Downtown Billings Framework Plan, an updated, overhauled version of that document will be unveiled at a public meeting. A new study of housing needs in downtown Billings seems to suggest that the demand is there but is relatively modest, and that some fundamental improvements could entice more people downtown.
